Exact match on (lang, headword), then two fallbacks: a headword that differs from an entry only in case resolves to that entry, and a written form among an entry's spellings resolves to that entry (its canonical headword is in the response). The headword is UTF-8, percent-encoded — no fuzzy matching beyond case and spellings.
